I cannot say for certain 100% he will be playable (albeit it certainly seems likely), I can guarantee you will see him in the Story Mode. On that, I have no reservations. This is especially true when the character's messianic ethos is taken into account. His parallels to Jesus cannot be undermined.

His Ultimate Persona is literally named "Messiah", and the game's compendium notes:
"Appears before Judgment Day to save the virtuous. He is a universal figure, appearing in myths around the world. Many stories involve his death and rebirth."
Makoto appeared on"The Promised Day"/The Fall ("Judgment Day") to save humanity ("saves the virtuous"), merges with the universe and becomes the sole user of the Universe arcana ("is a universal figure"), has died, but has yet to experience a "rebirth": the entire point of this quest with Elizabeth. On top of that, The Answer already confirmed the Great Seal was unnecessary.

Now for a fun bit of "speculation." ...I feel it is very obvious who Nyarlathotep's "one true vessel" is:

Seeing as though Makoto formerly was the vessel of the incarnation of Death itself for 10 years, he is the most viable option if the "vessel" is something already established in canon. Added to the fact he is the sole user of The Universe arcana which not even Igor expected to lay eyes on: an arcana which has the power to bring about a "new beginning" or "ultimate end", it just makes the most sense.
I personally cannot fathom what would constitute as a remotely comparable or more suitable "vessel" than Makoto. It's implications on the story would be the ultimate middle finger to the P3 cast.
And no, MINAZUKI is not Nyarlathotep so Sho is not the vessel. Not only are their voices and personalities completely different (discounting the fact Nyarlathotep is "General Teddie") MINAZUKI's goal is to "protect that child"/ "protect her", which obviously is not "Malevolent Entity." MINAZUKI is almost certainly the ego generated by Sho's personality module/Plume of Dusk, thus why he is "the same" as Labrys. Added to the fact MINAZUKI is Ikutsuki's "insurance" as confirmed by the 2ch notes last December: I really have no clue why anyone who has been keeping up with P4AU's story thinks Malevolent Entity is possesing Sho. The "vessel" is currently out of Nyarlathotep's reach.. But as evidenced with Kandori in P2EP, Makoto's body being dead is not an insurmountable issue.
But no matter how things play out, don't give up "hopes and dreams" because I assure you that Namba is trolling pretty damn hard. Haha. Once again, I am not saying 100% he's playable; but Makoto will definitely be involved in the story.

For what it's worth, my preorder from gamestop has it listed on the 30th, which is a Tuesday. Plus the atlus rep with ultrachen said it was coming at the end of September, so I think that's the legit date.
Back in P3, you could only fight Liz solo. Bring anyone else in, and she'll instakill them. Actually rather light in comparison to what she does otherwise.
If you break one of her OTHER rules, you'll have a nonstop onslaught of special 9999-damage Megidolaons chucked at you. (In comparison, the highest amount of health you're ever going to get is 3 digits.) These rules range from "don't use the game-breaking 9999-damage Armageddon spell unless it kills me first" to "don't null, reflect or absorb multiple elements" to "don't use an accessory with a null/reflect/absorb property on it" to "don't null/reflect/absorb whatever element I'm currently using." Even worse, Megidolaons are Almighty-element; almost NOTHING can even resist almighty (and certainly nothing players can get). Oh yeah, she also chucks one at you about every 8 turns or so. Hope you have an invincibility skill ready!
Also forgot to mention: She can do two things per turn. So if she doesn't use a Physical attack on you at all, she can 9999 Megidolaon you in 4 turns. Have fun!
Margaret in P4's actually EASIER than Liz, for 5 reasons.
You can bring teammates into the fray without fear of instadeath.
You can null/reflect/absorb the attacks of whatever element she's using (using a null/reflect/absorb accessory will still get you wrecked, though).
She only drops 9999 Megidolaons on you every 50 turns. Any Megidolaons dropped before then are very painful, but survivable.
She only acts once per turn. (Except in Golden, where she gets two actions per turn again)
You can use an All Out Attack on her if she misses a physical attack or you crit on a physical attack.
However, she's MUCH worse when she reappears in P3P. You can still bring in teammates, but she can also act twice per turn, she has four phases rather than a set pattern like both Elizabeth and her own P4 incarnation do, she can no longer be knocked down at all (so no All Out Attacks for you!), and you have to deal at least 7000 damage to her every 10 turns or else she'll 9999 Megidolaon you.
You don't really have to worry about the 9999 Megidolans until turn 100 if you maxed Rise social link in Golden (free shield of justice) and avoid any potential multi kills which should be easy with the right party mix-up. Having teammates made the Margaret fight easy so it's much more fun just going 1 vs 1 using non-uber personas like how it went down in the anime lol.
