Maybe "undead" is an unfair blanket term, but I categorize Ms. Fortune along with Squigly (and perhaps Leviathan) because they have both ceased living by some violent manner and now continue to function via supernatural means.
I'd argue Nadia Fortune did die, if briefly. She was hacked to pieces and left for dead. I'm guessing she secretly ingested the Life Gem (gulp!) in those final moments when the Medici thugs surrounded the Fish Bone Gang. In that blood-soaked bag of body parts thrown into the bay, there are two scenarios:

- Life Gem integration to Ms. Fortune completed before being chopped to pieces. Ms. Fortune is effectively Manji from Blade of the Immortal, impossibly living with new regenerative features. Newly powered, one could say she isn't killed but mildly inconvenienced by being butchered.
- Life Gem integration to Ms. Fortune completed after being murdered. Compared to the other scenario, this one is much easier to label undead.
