PC for all intent and purpose will still be 2nd Encore officially. What is debatable is whether or not the 2nd Encore PS4/Vita exclusive content will eventually arrive on PC too because Lab 0 can't officially announce that it is happening or not yet, but they already expressed interest in wanting to do it.

What was also already confirmed was the 2nd Encore PS4/Vita content would be paid dlc if it does arrive in PC because this wasn't funded IGG content so Lab 0/other parties would expect some form of compensation for the work they did since people have to buy new PS4/Vita copies to experience that content. Also if it does happen it's unlikely it will be at the same time when PS4/Vita version drops for the sake of pushing units.

Also, just a reminder that the gameplay balance in the current PC version is what you will be getting in 2nd Encore on Sony consoles. 2E comes with extra modes and voice acting, but will have the same balance as all other formats.

EDIT: Re physical release: Sony have a system in place that now allows devs to produce limited runs of their digital only games. L0 have not confirmed that this will ever happen, just that it could.

Yeah, from what I can tell Machinima took it down for what I assume is "False Advertisement". That being all the ridiculous physical goods that come with pre-ordering the game.
