The Character Palette Bundle DLC doesn't fix the bugs that it stated it should.

I still have 3 locked maps and all 9 original colors for Squigly and Big Band are still locked. I erased the whole game from my system and it still does this. It is pretty annoying.

Sorry about that. We were hoping the Character Palette Bundle DLC would fix things, but that doesn't seem to be the case for some. We're submitting a patch that includes a fix which we think will address the problem, and that should be available in the next couple of weeks.

You may have tried all of the suggested fixes already, but in case you haven't, please see these posts we made on our Facebook page in reference to the issue:
