I don't know if there's another thread like this (if there is then just delete this one) or if its in the wrong section then I'm sorry. I figured there should be some thread where players can say "gg to this person".

Open your Steam
Click View-> Players ->Recent Games
There, you can send them a GG directly.

You'll have to send a Friend Request to send a player a GG message on Steam. It's not like PSN or Xbox Live/GFWL.
