Tips for good framerates on Linux/Steam?

I have system that feels like it should run this fine. AMD Ryzen 9 5950X & GeForce RTX 3060

Any advice for getting good frame rates? I seem to get 10-40fps at my desktop resolution of 2560x1440. How can I get a consistent 60fps experience?
 
Ok so after a series of unrelated restarts, logouts, logins, apt updates, etc. It runs perfectly fine at 60fps

Unfortunately I'm not sure what I did that fixed it.
 
@exspira what distro are you using, out of curiosity?
