I, sir, am always happy to see more Mega Man. Shame none of this got done D:
an we get a Dr. Wily (classic), Dr. Weil (Zero), and Dr. Regal (MMBN) for Brain Drain? Also Sirius (MM Starforce 3) for Eliza and Rogue/Burai for Fukua?
 
Did another Venus palette, this time as Aeon. I didn't know how to do the eyes, so I just left them.

I'd be happy to show you. It's for GIMP though, so Photoshop users will have to find their own way.

Step 1.

Use the Lasso/Free Select tool to manually select the area you want to glow.

Step 2.

After selecting it, go to Select > Feather, and click on it.

Step 3.

GIMP will now ask you for a value. This will adjust how widespread the selected glow area will be. For small objects like Filia's waist things, I go with 10, but for her eyes and tie, I went with 25. Feel free to experiment with this.

Step 4.

The selected area should now look like this or similar to this.

Step 5.

Get the color you want the glow to be, (for this, I used a pale yellow) and drag it from the box under the tool selection to the area.

Putting the color in the area multiple times will strengthen the glow. For Filia's eyes and tie, I did it 3 times and for her waist things, I did it twice.

Do what you will with this knowledge.
