That's already a well known fact. The OP isn't as up to date as it should be, but if you go to the Skullgirls Wiki and check any of the character pages, it has a full list of all the references. They're all accurate, I'm pretty sure.
I do wonder if the Red palette is a reference, I think it might be a backer color and IGG backers like doing references but they also like original colors. We'll see.
It reminds me of Fukua #3.

Hurray for more blonde and purple/pink combos. I'm not sure if #21 is a reference. Maybe someone just wanted a cool Painwheel color?
I can't rule either direction because I don't think #21 was mentioned in the patch notes. Anyone have a guess for Beowulf 19 and Painwheel 21?

The penguin shows up for one thing, so it's not worth the trouble to assign new colours for it, as opposed to Albus and Horace which I have to make sure they are always distinct in each palette to avoid confusion.
For Eliza we were given maps for Eliza, Sekhmet, Albus and Horace. As EU03 says though, that was a pretty special case.
But if you look at the Green Ranger palette, the ref is white, like a reference to the Green Ranger also being the White Ranger in the original series. So they could done something special, maybe...
Actually the Ref's suit is white, corresponding to Beowulf's wristbands.
I get what you're saying with Fillia/Fukua, but you can see actual differences between both characters, rather than color. And the voices are distinguishable, too. It would make a lot of sense to do that, in my opinion.
