The Avatar spirit still exists, Raava and Vaatu are still separated. These major imbalances in their world still persist. The mission of The Red Lotus is to achieve true balance and freedom. Zaheer was radical, ruthless, and misguided, but the basis of his ideals was still mostly just.
In this season there was a way for both the good guys and bad guys to succeed. I believe that this way is the ideal path that the story could take. Unfortunately the writers don't know it, or if they do they choose not to take it.
Zaheer lost his family, only partially succeeded, and is back in prison.
Korra is broken, spirits are still in Republic City, the Red Lotus goons are out lurking in the back, and a big portion of the world is in complete dissarry, and now she's nan powerless to stop it like she usually would, wheelchair bound and dependent on Asami for clothing, and presumably bathing, cleaning and eating.
Now that I think about it, Korra might have the Avatar series equivalent of Minamata Disease.
WHICH IS REALLLLYYYYY FUCKING BAD
If she even has a shadow of that, that is not a win.
