The base roster is a set number, the other option wasn't less content and this firmly locks out characters some people were hoping for. If there was a game where the slot mentality made any sense, it was this.
I won't say it unwarranted, but it's definitely blown out of proportion.
I think they generally fall into either 'too strong' or 'too weak' and they are simply not fun to play against regardless of win or lose. I mean, in thie history of SG, has anyone ever said, "Thank Christ it's a Peacock... I love fighting her."?
Which is a bit silly especially considering how the dlc model is. If people want to be mad about their character not getting in they should check out Skullgirls. I'm not arguing the point, I was glad we'd moved past this argument, just explaining the mentality.
Play Safely?
While I completely agree I can still understand the feeling at least, no one likes to wait, I wish Urien and Alex were in the starting roster even though I feel that Urien will at least be in eventually for story reasons if nothing else. And while you're right about the DLC model we don't know what the schedule will look like, who will actually get in or what order. So while you're completely right, I don't think disappointment is a strange reaction, though it certainly got out of hand.
That was my immediate thought as well, but "Forgotten Waterfall" seemed like a stage for an ancient Aztec who is possessed or whatever. While the outside is bright and cheery, there is that cave off to the right.

As noted, naturally you won't be fighting against a Nu-13 in SF5.. Dhalsim is about as "different" as it gets
